Los Angeles Regional Reentry Partnership

Director of Reentry · lareentry.org

At LARRP, Garcia leads countywide strategic initiatives and digital operations designed to dismantle barriers for justice-impacted populations. Managing a significant operating budget, he coordinates cross-sector partnerships — with the support of the LARRP Policy team and staff — to expand access to essential services. As a key strategist, he transforms community-informed insights into structured legislative frameworks and administrative policy improvements.

Technically, he serves as the architect for LARRP LABS and the Coach Access Portal, directing platforms that automate grant compliance and transform community feedback into documented policy evidence. By embedding compliance logic directly into enterprise software workflows, tracking rules, hourly limits, and claim deadlines are programmatically enforced across diverse funding allocations from partners such as the Los Angeles County Department of Health Services and the Conrad N. Hilton Foundation.

Cenkali

Founder · cenkali.org

Cenkali modernizes traditional Rotating Savings and Credit Associations for the digital age — financial empowerment for people historically excluded from traditional banking, including immigrant and diaspora communities. Its current scope is deliberately narrow: rotating savings circles on Base, where members contribute USDC, idle contributions are supplied to Aave V3, and the resulting variable interest — a protocol-generated pass-through, never guaranteed — flows to the circle. Payouts rotate automatically, and an in-contract reserve, governed by fixed rules, covers missed contributions up to its funded capacity.

The protocol is non-custodial by design: members' funds move under the rules of the smart contract, not at the discretion of the company. The reserve lives inside the contract rather than a company-controlled account, and the design goal is that no operator address can seize, redirect, or hold member funds. To date, complete circle lifecycles have run only on the Base Sepolia testnet with test funds; independent third-party security review and regulatory guidance from counsel are preconditions for any mainnet launch. Cenkali has not launched and holds no user funds. On usability, Garcia's stated direction is account abstraction — smart-wallet accounts with sponsored transaction fees and user-controlled recovery — planned, not yet shipped.

The Roots Dedication · August 2026

Cenkali's name and identity are rooted in the communal traditions that precede it. Garcia inscribed a trilingual dedication — Nahuatl, Spanish, and English — permanently on Base as a verified smart contract, honoring the ancestral communities of Mesoamerica and the Altepetl and Calpulli systems through which they organized resources with collective accountability and reciprocal stewardship. Publicly readable on-chain at cenkali.org/roots, it stands as the project's ethical anchor: technology in service of enduring community values.

FreshOut Education

Co-Founder & Executive Director · freshouteducation.org

Garcia provides strategic oversight for educational initiatives and spearheaded the development of the FreshOut360 platform — a multi-tenant SaaS architecture designed to equip nonprofits with enterprise-grade tools:

  • CRM & Case Management. A full nonprofit CRM with a guided client intake wizard, AI-assisted paper-form import, outcome tracking, and public intake forms using QR codes to route submissions directly into case files.
  • Operations Suite. A comprehensive back-office hub: organization profiles, budget reporting, a volunteer clock-in kiosk, staff development tracking, and a grants pipeline with live metrics pulled from real case data.
  • SaaS Architecture. Multi-tenant, serverless architecture on React 18, Vite, and Google Cloud/Firebase — strict tenant data isolation via security rules and signed custom claims, with per-organization white-labeling.
  • Privacy-First AI. Anthropic's Claude API integrated via server-side Cloud Functions for case-note summarization and grant drafting, behind a strict privacy boundary ensuring client PII never leaves the isolated database.
  • DevOps & Security. A keyless CI/CD pipeline using GitHub Actions and Workload Identity Federation, gating every deployment with automated security-rules tests.
